In the Hebrew bible, the moon marked the change in season, the new moon was a day when prophets heard from Yahweh, and was significant. So it was like God's clock. Basically from the new moon to the new moon is a month. Don't get sucked into pagan crap though, but according to the bible the moon and sun and stars are for signs and to mark seasons. This does NOT mean astrology is ok, and all that crap. The new moon marked the feast of trumpets(Leviticus 23:24-25)

Psalm 81:3; Isaiah 66:23; Psalm 104:19; Ezekiel 46:1;

Psalm 81:3 Blow up the trumpet in the new moon, in the time appointed, on our solemn feast day.

Isaiah 66:23 And it shall come to pass, that from one new moon to another, and from one sabbath to another, shall all flesh come to worship before me, saith the Lord.
Psalm 104:19 “He appointed the moon for seasons: the sun knoweth his going down.”

Ezekiel 46:1 “Thus saith the Lord GOD; The gate of the inner court that looketh toward the east shall be shut the six working days; but on the sabbath it shall be opened, and in the day of the new moon it shall be opened.”

Leviticus 23:24-25 Speak unto the children of Israel, saying, In the seventh month, in the first day of the month, shall ye have a sabbath, a memorial of blowing of trumpets, an holy convocation. 25 Ye shall do no servile work therein: but ye shall offer an offering made by fire unto the Lord.

Colossians 2:16-17 King James Version 16 Let no man therefore judge you in meat, or in drink, or in respect of an holyday, or of the new moon, or of the sabbath days: 17 Which are a shadow of things to come; but the body is of Christ.

The feast of trumpets took place on the first day of the 7th month.
